Andrew Hackett is an up-and-coming architect who is looking for his big break when he learns about the Middle Eastern country of Aquaat, whose wealthy leader is importing architects for projects to beautify the country. He signs on immediately and is assigned to the care of the Minister of Culture, who is more than vague about what exactly they want Hackett to do. Discussion plans and drawings turn to debates about politics, personal life and pop culture as political tides shift, cultures clash and world views are turned upside down.
